Ability to exclude certain users from needing to add changesets

I've just setup changesets bot on one of my repositories where I have dependeabot enabled. Whenever dependabot opens a PR, the bot automatically add a comment saying there's no changeset. This creates a lot of comment spam, so I'd like to exclude the dependabot PRs from the bot.
