Create cloud CI regression tests which run against actual API

• Create a new CI which runs cloud regression tests against the actual API, testing the different functionalities:
  • project create/delete/read/update
  • backtest/live/optimization create
  • live include command testing
  • ...
• We can run this just in ubuntu latest with a single python version 3.12
