Subject: [PATCH] Set the PyMEOS version to 1.3.0

The package states the 1.3.0 release, the version the release workflow checks the v1.3.0 tag against and the test workflow maps to the MobilityDB stable-1.3 line. It requires pymeos-cffi 1.3.0, which PyPI carries.
