2. deploy the repo 'vercel branch'
3. check deployment on vercel
4. See error

Never had this issue before on the Vercel free plan. I am not sure how they are counting the serverless functions. Possibly it is based on file count?

I tried replacing the function block in vercel.json to only include .php files instead of all files. Maybe this resolves the issue. I tested the deployment and it and it still works for me.

Additionally, you can try using the GitHub actions method. This way also should run more reliably than the web deployment version (details in the readme).

This didn't resolve it for me. Same error after redeploy.

I'll migrate to github actions for deployment, but wanted to point out that the patch suggestion for vercel web deployments isn't a sure thing.
