--no-public-ip option unavailable in cs stack create

The --[no]-public-ip option isn't available in knife cs stack create causing the API to return "errorcode": 431, "errortext": "Can't specify network Ids in Basic zone", similar to issue #1.

perhaps when the connection is established, an API call can determine whether the zone is using basic networking, and if so, not send the networkids parameter with the deployVirtualMachine command.
